The empty hospital is a classic parody of public spending in Yes Minister by BBC. In the comedy a new hospital was built but due to budget cuts there was no money left for medical staff. So there is only administration and other staff, no medical staff and only one patient. And the hospital is one of the best-run hospitals in country
